Conflicts of Interest
To the Public and to Persons Who Are Considering Contracting With the Meadowland Charter District
Chapter 176 of the Texas Local Government Code was newly enacted in the summer of 2005 and requires certain ethics disclosures from governmental entities (including school districts) and persons or entities that contract with them. You may find a complete copy of the law beginning at Section 176.001 of the Texas Local Government Code.
Persons Who Contract With the Meadowland Charter District
This category includes anyone (an individual or business entity) and their representatives or agents who contract or seek to contract for the sale or purchase of property, goods, or services with the MCD.
Officers of the MCD: This category includes the Superintendent and the MCD Board. For the school year of 2016/2017, they are Mr. James Chavis, Superintendent, and Carolyn Alley – President. Lea Freemyer – Secretary, Carla Heath, Mark Mokovsky, Manuel Ruiz, and Charlotte Travis.
Requirements for persons who contract with the MCD: You must file a completed Conflict of Interest Questionnaire not later than the seventh business day after the date that you begin contract discussions or negotiations with the MCD or submit to the MCD an application, response to a request for proposals or bids, correspondence, or another writing related to a potential agreement with the MCD. You must file the Questionnaire with Mr. James Chavis via email.

Requirements for the Officers of the Meadowland Charter District
You must file a Conflicts Disclosure Statement with respect to any person who has contracted with the MCD or who is considering doing business with the MCD if the person (third party) has an employment or other business relationship with you or any immediate family member (within the first degree or blood or marriage) that results in you receiving taxable income from that person; or, with respect to any person who has given you or your immediate family member (within the first degree of blood or marriage) one or more gifts, other than gifts of food, lodging, transportation, or entertainment accepted as a guest, that has an aggregate value of more than $250 in the 12-month period preceding the date the officer becomes aware that 1) a contract has been executed with the MCD, or 2) the MCD is considering doing business with the person. You must file the Questionnaire with Mr. James Chavis via email.

All students entering the 7th grade are required by the Texas Department of State Health Services to have received the following additional vaccines:
Please check with your physician as to which vaccine your student has not received. After receiving these vaccines, please bring a copy from your physician’s office to your campus nurse. Providing proof from your physician’s office of these vaccines to your school nurse prior to the end of this school year will make your student’s orientation in August go much smoother.
